I say member name first time, then e-mail, then e-mail again and again if he keep registering, then IP, if they reset modem, get new IP, figure out pattern and global ban them through that. And Zoten's sig is false.

I'll take a part in this...I would go with member name first. If they re-register under a different member name, then straight to IP I think, skip email all together.

Isn't IP ban the best...as in, it's a fact that it's the best? Or am I missing something about the other two ban options?

But see, IP ban is the easiest to get around. Dial up users usually can just reconnect, and bam, new IP. Cable or DSL users can go to local network settings, and click something like "Reset connection" and get a new IP. E-mail ban bans by their e-mail. Username ban, bans them, but gives them a second chance. E-mail gives them a second chance, but its harder. Easiest actually, is to do all three.

Yeah, IP banning is the best...but like CD said, its also the easiest to get around. There are pros and cons for each of them, which is why this would make an interesting debate topic I think.
