Okay, to start off, create an image that has the same width as height. In this case, 300x300. Make your image have a black background. Then, in a font that covers most of the image, like below, create a text layer that says anything. It doesn't matter what you choose. Now, right click on the text layer in the layers palette and click rasterize layer. This allows you to modify the text area. Now go to Edit>> Transform >> Rotate 90 ° CW . After that, go to Filter>> Stylize>> Wind Wind From Right Now press Ctrl+F 3 times, and then Filter>> Stylize>> Wind Wind From LEFT, Ctrl+F 3 times Now click Filter>> Distort>> Polar Coordanates Check: Polar to rectangular Now duplicate the white layer one times. Select the new layer and flip it vertically ( Edit>> Transform>> Flip Vertically) Now merge the two layers by clicking Ctrl+E. Duplicate that layer once, and ritate it sideways (Edit>> Transform >> Rotate 90 ° CW) And press Ctrl+E again Now click Filter>> Distort>> Polar Coordinates and use these settings Rectangular to polar. Now you have a shock ball. But you can go one step farther and make it look cooler. Go to Filter>> Blur>> Radial Blur with these settings Zoom, Best, 100%. Your image should look like something below. Here is my final images, with some effects added.

Nice effect, but I think this should've been the final image, maybe with a hue change: Now THAT is one awesome effect. Good job though.

Nice effect, but I think this should've been the final image, maybe with a hue change: Now THAT is one awesome effect. Good job though. Same thing I was thinking.
