ARTISTIC Filters

Colored Pencil: makes image look slightly like it was made of colored pencil. Rarely used on does not have a great effect. I recommend if using it to make the stroke width at full and everything else can be your own reference.
Cutout: Makes the image seemed like it is a cutout. It is very true to its name yet it is not very intresting. Using clouds then using this effect will result in a good abstractional start.
DryBrush: Gives The image much more detail. Makes it as the name sais look like a brush that has not been given water. Realistic yet slightly useful. Use for water/ abstractional images.
film grain: the name sais it all. It adds to the image some film grain which can be edited by color. Used in the tut TV static. Something that does not go good with high tech, grungy, or abstractional images.
fresco: Instead of making the image seem like it was made with fresco it seems to make the image seem sort of deep underwater. I have never seen this effect used save one by LFX.
neon glow: Gives the image a very nice glow. I recommend using this instead of outer glow. Works inside and outward. Used in the matrix effect tut written by Stealth.
paint daubs: makes the image have a sort of coral effect. A good start for a grungy image. Rarely use. Editing the settings makes a big difference with this filter.
pallette knife: uses a pallete knife to change the image. The main start to filter grunges. Never used on abstract or anything else.
plastic wrap: gives a plastic after face that sourrounds certain hex areas of the image. Used in many tuts and used much on abstract.
poster edges: gives the image a sort of grassy yard feeling or underwater sea weed feeling. Not very useful and i recommend leaving it alone. used in my vines tut.
rough pastel: makes it seem sort of engraved onto stone. Very nice. Very underrated but very good.
smudge stick: totally different from his name it does not do much. It solarizes the image a bit. It does not have a major effect like some other filters later in threads to come.
sponge: another almost useless filter. makes the image looked like it was soaked from a sponge. It was used in one of my amazingly old tuts that images are down and have faded out of existence named under water blast.
under painting: makes the image seem drawn under rusty lines. I like the effect it seems very good. Very highly used and great for beginners
water color: not following its name it changes the image to look like one of those stained glass drawings...without the glass. a pretty good effect not used often and like most artistic filters is under rated

artistic is used rarely other than the neon glow. It is very under rated yet some of the effects are very nice.
Blur Filters

blur: simply blurs the image. Used when you want to cut faces out. Bluring is a good abstractional way to keep the person interested in the image. use on text to make it have a cool feel.
blur more: Blurs the image but nicer and more. It blurs the image straight out and seems to confuse you. Very nice, i recommend using blur more rather then blur.
gussian blur: i kind of misty blur used oftenly. its a way to make your image blured in certain areas and not others. much like the blur tool.
motion blur: blurs side by side. makes the image stretched and confusing. use slightly for a strange effect. a cool blur used often.
Radial Blur: used for many things. The best of the blurs. it either depending on what you choose will spin your image or make it a vortex. You have much control on this blur including were the blur is aimed too. THE BEST OF THE BLURS.
smart blur: blurs parts and edges of an image thickly and nicely. very nice. used likely and strongly. thats why its called the smart blur.

blurs are great. They are the most overused type of filter after the clouds. Overrated yet it deserves its title.
