1. make a new image any size with a white bground 2. press D 3. filter>render>clouds 4. filter>render> difference clouds 5. press ctrlF 3 times 6. filter>stylize>trace contour and use the custom settings 7. use ink outlines and keep the settings 8. filter>artistic>plastic wrap and again for the last time use the costum settings 9. filter>stylize>solarize 10. filter>blur> gussian blur and make the pixels 2.5 11. filter>stylize>find edges 12. filter>brushstrokes>inkoutlines and fool around with the settings 13. glowing edgest the size 3 the other one 13 14. filter>blur>radiel blur and use the spin best quality and put the meter to full 15. filter>artistic>plastic wrap and put everything to full 16. change the opacity to 36% 17. use rough pastels 18. fade the pastels to 85% at the end it should look like: add borders to make it look sharp

It looks similar to your mountain one since it also has an aerial view. It also looks like four spirits coming out of a temple though. Either way, it's a cool effect.
