1.first open a image 300x50 2. filter>render>clouds 3. Filter>render>difference clouds and do a difference cloud 3 more times. 4. filter>brushstrokes>inkoutlines 5. filter>blur>radial blur: quality:best ; type:zoom 6. filter>artistic>poster edges 7. filter>blur>radial blur: quality:best ; type:zoom 8. filter>stylize>glowing edges> the stats should be 1 as the edge with 5 as the edge brightness and 2 as the smoothness 9. filter>blur>radial blur: qulity:best ; type: zoom 10. filter>pixelate>fragment: use the custome settings 11. hue it to any color you want if you followed all the steps right it should look like this except mines is hued blue so you might want to hue it another clor final: add borders to it to make it look sharp

Well, they don't really look like spikes, but it is a nice effect. I would suggest making it lighter on the left side though. ;D
