1) Start a new 400x200 document. 2) Fill it in with black and write some kind of text in white in the middle of the image. 3) Duplicate the layer and then go to filter stylize wind. 4) Have it be 100%, Wind, and from the right. Hit ctrl F one time. 5) Repeat step 4, but instead of wind from the right have it be from the left. 6) Go to Image Rotate Canvas and rotate the canvas 90 degrees clockwise. 7) Filter Stylize Wind with the settings from step 4 and 5, but do each only one time do not hit ctrl F again. 8) Rotate the Canvas back to the way it was 9) Duplicate the layer 10) Set the blending mode to overlay. 11) All finished! Simple but it shows you what you can do when you use the wind filter and also introduces you to flipping the canvas around! ...from G101 Design.
