1) Make a new document, I used 520x130. 2) Hit D to make sure your colors are default, then click on the linear gradient tool. Make sure the mode for the gradient tool is set on difference. 3) Go crazy with the gradient tool, make sure that you have a bunch of lines shapes anything you want in it, the more the merrier! 4) Filter-Stylize-Glowing Edges 5) Filter-Stylize-Find Edges 6) Hit Ctrl I to invert the image, then change the hue/saturation to whatever you desire. 7) Duplicate the layer, then go to edit transform and flip it horizontal. 8) Set the layers blending mode to screen, then merge down. 9) Duplicate the layer and go to edit transform flip vertical. 10) Set the blending mode for the layer to overlay. 11) Merge down and duplicate the layer. 12) Filter-Blur-Radial Blur Zoom, 100, Best Quality Ta da!
