1) Start a new document, I used 500x 200. Then do Filter-Render-Clouds 2) Filter-Render-Difference Clouds 3) Filter-Artistic-Plastic Wrap ( Default Settings ) 4) Filter-Brush Strokes-Accented Edges ( Default Settings ) 5) Filter-Sketch-Water Paper ( Default Settings ) 6) Duplicate the layer and Filter-Brushstrokes-Ink Outlines (Default Settings) 7) Merge the layer down and then Filter-Distort-Ocean Ripple (Default Settings) 8) Duplicate the layer then Filter-Sketch-Chrome, and then set the blending mode to multiply and merge down. 9) Change the hue/saturation to whatever shade you desire, I used a red color. 10) Duplicate the layer then Filter-Distort-Spherize with -100% and then change the layers blending mode to screen.
