Sorry, I don't have PSP. If it's anything like PS has with making borders, check for some sort of stroke option.

I dont use PSP9 but i think you still will have the option Stroke.
If you do make the first stroke 3 pixels big in the white The second one 2 pixels in blue and the last1 pixel in white.
Sorry if that doesnt help you could also cut the banner you made and do the borders on paint using the line tool.

PSP 9 Borders are different than other PSP versions First, make sure you have everything done in your image. Now, go to Image > Borders. Click on it and bring up the prompt box. Choose your color and set it to 1 pixel wide. When you click OK, it will tell you that all the layers have to be flattened to perform this action. Simply click OK. This is why its important you are done with your image. To get the classic three pizel borders, first, choose the color you want for the line closest to the center of the image. Set it to 1 pixel and click ok. Now, do the same thing for the middle color at 1 pixel. For the outer line, do the same thing except with the color from the innermost line. Again, set it to 1 pixel and click ok. If you try doing a three pixel border, followed by a 2, then one pixel border in PSP9, it will create a 6 pixel border.
